Bumper..?

[ Emmarentia Bridge leading onto Barry Hertzog Avenue ]

At some stage, a month or so ago, there appear to have been a *moer-of-an-accident* on the Emmarentia Bridge leading onto Barry Hertzog Avenue. For some reason, the traffic department / JHB municipality decided not to remove the bumper of a red car that still remains stuck in the wall of the bridge. Errr… is this merely a reflection of how bad traffic department service delivery is in Jozi? Is it a municipality / traffic department debate as to who should actually clean up? Is it an "Arrive Alive" campaign?
